This August at the Higashi Nihon Immigration Center (Ushiku, Ibaraki, Japan), a Ministry of Justice detention center for foreigners who are in Japan illegally, a male immigration officer said to a Chinese male detainee that “bullying foreigners is fun,” a ministry report revealed.

According to the ministry, the sentence was uttered on August 7 at the Immigration Center while the officer and the prisoner, who had had his visa revoked following a criminal case, were chatting in Japanese. The explanation given was that the officer “made the statement in the flow of conversation after a unique physical characteristic of his was mocked.”
