Second Supplementary Budget Ratified, Fulfilling One of Prime Minister Kan’s Three Conditions for Resignation

A second supplementary budget filled with Tōhoku disaster recovery measures was ratified after large numbers of legislators from all the major parties approved it in an Upper House meeting on the 25th.

The second supplementary budget totals 1,998,800,000,000 yen (about $25 billion USD), and its pillars are compensation for the Fukushima I nuclear disaster and measures to allow businesses and private citizens affected by the disaster to take out “double loans”.

Prime Minister Kan said he would resign after passing the second supplementary budget, a special exemption law allowing the national treasury to issue more bonds, and a renewable energy measure.

2次補正予算が成立…首相退陣3条件の一つ

 東日本大震災からの復旧に向けた追加策を盛り込んだ2011年度第2次補正予算は、25日の参院本会議で与党と自民、公明両党などの賛成多数で可決、成立した。

 第2次補正予算は、総額1兆9988億円で、東京電力福島第一原子力発電所事故の賠償関連経費と、被災企業や個人が抱える「二重ローン」問題の対策費が柱。

 菅首相は、第2次補正予算と、赤字国債を発行するための特例公債法案、再生可能エネルギー特別措置法案の成立を退陣3条件としている。
