On the 14th, Tokyo Electric Power Company announced its first area-by-area rolling blackout plans.

The capital and eight outlying prefectures have been divided into five groups: among them, Group No. 5, consisting of Chiba, Ibaraki, Shizuoka, and Yamanashi prefectures, will only be allotted 1.5 hours of electricity during the high-usage periods after 5:00 PM.

Tokyo Power planned to supply 33 million kilowatt hours from 6-7 PM today, but because the number of trains taking commuters home increased, additional lighting pushed the expenditure over 34 million kWh. After the rolling blackout started, demand bottomed at 28 million kWh. The rolling blackouts planned from 6:20 AM to 5:00 PM were not put into action because demand fell below supply.

Assuming there would be rolling blackouts today, train companies sent significantly less cars then usual, affecting commuting workers and students, and some companies took the day off. Confusion spread throughout the capital, however, when there were not actually blackouts downtown.

Tokyo Power truly did plan to start the blackouts at 6:20 AM, but because of the aforementioned energy cuts by train companies, factories, and the like, demand fell below supply, and plans were shelved all the way out to Group 4.

Tokyo Power says there really will be blackouts from the 15th to the 18th. They will start in Group 3 at 6:20 AM. Since demand is expected to outpace potential supply for the foreseeable future, these plans are expected to remain in place through the end of April.

There are fears that if demand continuously outpaces supply, frequency will drop so low that rolling blackouts will be instituted for the entire country, a circumstance the company is trying to avoid.

On the 14th, the Policy Board of the Bank of Japan, worried about the effects of the eastern earthquake on the country’s economy, decided to implement quantitative easing.

On the same day, in order to ensure that necessary capital was available in the market, the bank supplied financial institutions in the short term market 10 trillion yen [about $122 billion USD], its largest cash infusion ever. This was meant to show its determination to protect the market from chaos. The Policy Board met at noon, one hour earlier than planned. This quantitative easing is over and above the 5 trillion yen the bank created last October, and it will increase the size of the national debt.

Stock Market falls 633Y to closing volume of 9620¥

On the 14th, opening day of this week on the Tokyo Stock Market, with economic activity confused by worries about earthquake damages and electricity rationing, stocks fell across the board, and the Nikkei fell below ¥10,000 for the first time in three months.

At 2:20 PM, stocks had fallen ¥675.78 below the previous Friday’s close to 9578.65¥. The market finally settled at a ¥9620.49, a ¥633.94 drop.

TOPIX, which measures the movement of the First Section of the Tokyo Stock Exchange, also dropped significantly, losing ¥68.55 to close at ¥846.96.

    The series of heavy earthquakes are not NATURAL. These are all ARTIFICIAL EARTHQUAKES. By now many of Japanese have realized the whole story. This is the real war!

    When the nuclear war head bunker buster missile is shot against the sea bottom, it can trigger the heavy earthquakes. U.S. Forces have such technology and experiences.

    The mastermind is David Rockefeller of CFR who intends to initiate FAR EAST WAR between U.S.+ JAPAN and China+NK. They plan to hit Japan with artificial earthquakes, then, NK shall invade SK and conquer the Peninsula while U.S. Force are absent for rescuing Japan. And China will be involved in this war.

    David Rockefeller’s eternal goal is to bring the world into FINAL WAR. Please spread this info. as much as possible. Otherwise the whole world would be manipulated and destryed by this mad old man.

    The rolling blackouts WILL continue much longer than April. As summer nears, the use of air conditioners will increase and they will go over capacity again.

    It will take them almost 2 years to build a larger “non-nuclear” facility to replace the nuclear reactors which they’ve currently shut down.
