Nagasaki Secretary of Education Assumes Responsibility for Subordinate’s DUI, Fines Self and Resigns

Nagasaki Secretary of Education Takashi Terata (age 63) took responsibility for a subordinate’s scandal and announced he will resign effective at the end of this school year [March 31].

Harumi Hideshima, Chief of the Board of Education and Terata’s second in command, declined to announce the punishments assessed to the former junior high school teacher arrested last December for DUI or to his passengers, who were coworkers, but said Secretary Terata was fined one month’s pay.

Today, the Board called a special meeting at which Terata submitted his resignation and his fine was confirmed.

After that, Secretary Terata and Chief Hideshima held a press conference at the prefectural office. Secretary Terata said, “I was at fault because I did not advance our scandal prevention policies persuasively enough. I regretfully decided it was best for the department to have a new start.”

He said about his failure to prevent the scandal, “the education system functions precisely because schools are trusted and teachers are respected. I want to reiterate this to our faculty. I’d like a new staff to come together next year and strive anew to realize the ideal of a ‘Nagasaki Education.'”

Chief Hideshima explained that the fine was assessed because “he invited great disorder by not making the necessary public statements, so confidence in his managerial ability was lost.”

According to the Board of Education, secretaries have been fined in 1970 and 1997, but this is the first time one has punished himself for failing to properly monitor his subordinates.

Mr. Terata, the first secretary in 34 years to have a background in education, took office April 2008. His term was scheduled to end March 2012.

 寺田隆士・長崎県教育長(63)は7日、相次ぐ教職員による不祥事の責任を取るとして、今年度末で教育長を辞任する考えを明らかにした。

 県教育委員会(秀島はるみ委員長)は、昨年12月に酒気帯び運転容疑で逮捕された元中学教諭と同席した職員の処分を公表しないよう指示したとして、寺田教育長を減給1か月の懲戒処分にした。

 この日、同委員会は臨時の会合を開き、寺田教育長の辞職願を承認し、処分を決めた。

 その後、寺田教育長と秀島委員長らが県庁で記者会見。寺田教育長は「判断を誤った者が不祥事防止対策を進めると言っても説得力がない。無念な思いはあるが、態勢を一新した方がよいと判断した」と話した。

 不祥事に歯止めがかからない現状について、「学校が信頼され、教師が尊敬されてこそ教育は成り立つ。このことを改めて教職員に訴えたい。新年度から新態勢で『教育県長崎』の実現に向けて取り組んでほしい」と話した。

 また、秀島委員長は処分理由について「あえて公表せずに重大な混乱を招き、教育行政に対する信頼を失墜させた」と説明した。

 県教委によると、1970年と97年に教育長が懲戒処分を受けたが、いずれも管理監督責任を問われたもので、教育長の行為自体が処分対象になったのは初めて。

 寺田教育長は、34年ぶりの教員出身の教育長として、2008年4月に就任。任期は12年3月末までだった。
